Briefing and exchange with the Ministry of the Environment on public participation in the climate protection programme

The Climate Protection Act obliges the Federal Government to adopt a climate protection programme within 12 months, in which the central climate policy measures for achieving the national climate protection targets are defined. A public consultation process is also planned for each climate protection programme, in which contributions from the federal states, local authorities, economic players and civil society associations are to be included. During the planned participation period from 8 December 2025 to 13 January 2026, contributions can be submitted to the BMUKN based on five key questions. 
The participating youth associations and organisations of the Coordination Office for Youth Participation in Climate Issues are currently working on a joint contribution to public participation.

In the exchange, the colleagues from the BMUKN explained the role of the Climate Protection Act as a legal basis, the current projection data as a technical basis and the further handling of incoming comments. The representatives of the youth associations and organisations took the opportunity to ask specific questions about the process, participation and expectations of association contributions.

The youth associations and organisations of the Coordination Office for Youth Participation in Climate Issues are eagerly awaiting the results of the public participation and are committed to a further expert discussion with the BMUKN in the spring in order to discuss key content in greater depth.
