DBJR publishes statement on welfare state reform and participates in stakeholder dialogue

The German Federal Youth Council (DBJR) has contributed the perspective of young people to the work of the Commission on Welfare State Reform.

On 12 September 2025, DBJR Chairwoman Daniela Broda had the opportunity to present the DBJR's perspective at the Commission's stakeholder discussion on welfare state reform. In her statement, she emphasised that youth is an independent phase of life with specific needs, meaning that children are not just part of the family and young people are not just adolescents on their way to adulthood. The welfare state therefore has a special responsibility towards young people in their various life situations. Young people must be heard and involved in all reform plans.

In line with the objectives of the Commission, the DBJR calls for, among other things

  • a poverty-proof basic child benefit as an independent, unbureaucratic and needs-orientated benefit for all children and young people,

  • a BAföG that is independent of parents and secures their livelihood with significantly reduced administrative costs,

  • the replacement of the previous education and participation package in favour of a non-discriminatory, flat-rate participation system that also includes extracurricular activities without bureaucracy,

  • a solidary and sustainable further development of statutory pension insurance,

  • and the advancement of inclusive child and youth welfare.

Daniela Broda's contribution and the written statement made it clear that young people must be consistently taken into account and involved in the reform of the welfare state.
