The Bundesjugendring had previously provided a comprehensive analysis and assessment of the draft bill from a youth policy perspective in a report . During the discussion, Daniela Broda, Chair of the Bundesjugendring, welcomed the fact that organisations representing young people’s interests had been involved in the legislative process at an earlier stage than had been the case during last year’s debates on the Military Service Modernisation Act.

During the discussion, the Federal Youth Council drew particular attention to the potential consequences of the proposed compulsory reserve training for young people. These could have a significant impact, particularly during sensitive transitional phases, such as during vocational training, university studies or when entering the world of work. Their different life circumstances and the resulting pressures would therefore need to be carefully taken into account. “We have therefore recommended to the ministry that it examine this draft bill from a consistently youth-policy perspective and thoroughly weigh up its implications for young people,” said Broda.

Furthermore, the Bundesjugendring made it clear that communication regarding the new regulations on military service must be improved across the board. Many young people have so far felt that they have not been adequately informed. However, transparent, understandable and comprehensive information is a necessary prerequisite for young people to be able to make an informed decision about possible service in the Bundeswehr. “Such a decision requires young people to be aware of all relevant information and to be able to realistically weigh up the associated risks. This information must be guaranteed,” Broda emphasised during the discussion. “We would like to thank the Federal Minister of Defence for his genuine interest in a youth policy perspective on this draft bill. The Bundesjugendring will monitor the further deliberations on the draft bill and work to ensure that the interests and circumstances of young people are given due consideration in security and defence policy,” Broda concluded.
