Call for participation: socially responsible flanking of the second European emissions trading scheme ETS 2

The European Union is planning to extend emissions certificate trading to the transport and buildings sectors from 2027 - or possibly not until 2028. What does that mean? Companies must purchase certificates for CO₂ emissions. The costs of this can be passed on to consumers and therefore increase expenditure on heating, mobility and, in some cases, goods. Young people with poor public transport connections or already high ancillary rental costs will be particularly affected by this. On the other hand, ETS 2 has a positive effect if countries use the revenue from certificate trading for social relief (e.g. climate money, favourable public transport, energy-efficient refurbishment). However, without targeted compensation measures, there is a risk that (young) people with low incomes will be disproportionately burdened.

Against this background, the Coordination Centre for Youth Participation in Climate Issues has set up two work packages to incorporate the perspectives of young people into the design of ETS 2. One work package is expected to focus on the development of a paper of demands for socially just flanking of the ETS 2 as well as the exchange with the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMUKN). The other work package is dedicated to communication around ETS 2 and will develop concepts, messages and channels for suitable, target group-orientated communication on the significance and effects of ETS 2.

Youth associations and organisations are invited to get involved and feed their perspectives into the debate on ETS 2 at an early stage.
